Introduction
This page contains information on the Winter 2003
Research Agenda of the Health Effects Institute. We thank you for your interest in HEI and
its research program. The areas of research for which the Institute is requesting
applications at this time are described below. Hyperlinks to download the RFA

Request for Applications 03-1:
Assessing Exposure to Air Toxics
Request for Application (RFA) 03-1 addresses the need for a better
understanding of both exposure to and health effects of mixtures of air toxics. Since few
measurements of ambient levels of most air toxics have been made, estimates of exposure to
them and of their impact on public health have considerable uncertainty. This RFA seeks
studies that will assess ambient concentrations and personal exposure in areas likely to
have elevated concentrations of air toxics, called "hotspots." This information
will add to our understanding of exposure to mixtures of air toxics in areas of greatest
concern and improve projections of possible effects. The ultimate goal of this research,
potentially to be supported in a second stage by HEI, is to conduct health effects studies
in areas where air toxics have been demonstrated to be at high levels.
HEI expects to fund studies of up to six hotspots in response to this RFA, with the
goal of characterizing exposure in different types of hotspots. Up to $3.5 million is
available for these studies.

Request for Applications 03-2:
Walter A. Rosenblith New Investigator Award
The purpose of this award is to bring new, creative investigators into active research
on the health effects of air pollution. It provides three years of funding for a small
project relevant to HEIs research interests to a new investigator with outstanding
promise at the Assistant Professor or equivalent level. For information on HEIs
current research priorities, applicants should consult HEIs current Strategic Plan (PDF).
HEI expects to provide one or more awards from this RFA this year and to continue the
RFA for this award on an annual basis. The evaluation process for these applications will
consider the qualifications and background of the applicant, the quality and relevance of
the research proposal, and the research environment of the applicant.

are due on April 14, 2003.

Request for Preliminary Applications 03-3:
Measuring the Health Impacts of Actions That Affect Air Quality
The overall objective of this Request for Preliminary Applications (RFPA) 03-3 is to
strengthen the scientific basis for evaluating whether air quality regulations or other
actions have resulted in improved public health. The specific objective is to fund studies
designed to take advantage of actions at the local to national levels that may result in
changes in air quality. Such studies would seek to measure changes in air quality and
exposure resulting from these actions and changes in health status in appropriate
populations.
Preliminary applications RFPA 03-3 may be submitted at any time, and will be discussed
at the next scheduled Research Committee meeting. Deadlines for receiving preliminary
applications for consideration at specific meetings are February 7, 2003; May 19, 2003;
and October 20, 2003. The Research Committee will request full applications for those

Health Effects of Air Pollution
The Request for Preliminary Applications 03-4 provides an application mechanism for
investigators whose area of interest falls outside the topics targeted in other current
research requests, but is relevant to HEIs current priorities. For information on
HEIs current research priorities, applicants should consult HEIs current Strategic Plan (PDF).
Preliminary applications to RFPA 03-4 may be submitted at any time, and will be
discussed at the next scheduled Research Committee meeting. Deadlines for receiving
preliminary applications for consideration at specific meetings are February 7, 2003;
May 19, 2003; and October 20, 2003. The Research Committee will request full
applications for those considered most relevant to the Institutes research program.
